Containment City (AKA The New Helghan Slums) is located on the Helghast side of The Wall within one of city's tiers. First inhabited by Vektan citizens who were denied the right of return after the construction of The Wall and fled to the city's depths in order to escape persecution. It is believed non-Helghast make up 43% of 3 million inhabitants that currently reside here. The rest of the inhabitants are Helghast that migrated from the rural areas of the planet in search of jobs and opportunities. Often subject to slave labor, they are forced to work in the loading bays, which oversee city wide and intergalactic container distribution.
The agency has limited contact with several deep cover agents in this region. Evidence suggests The Black Hand terrorist group may have been aided by Helghast agencies to take control of the slums and help stabilize the region. It is believed the government now has little or no control of the area, and it has been classified as a high threat level.
