New Helghan came into existence after the Second Extrasolar War and the partitioning of Vekta. Its economy is driven by vast stores of petrusite that is harvested from planet Helghan. However, years of political corruption and infighting have prevented this wealth from reaching the people. As a result the country has suffered economic hardship and social unrest for over a decade. The country is a breeding ground for militant terrorism and poses a major security risk to Vekta's social and economic interests.

New Helghan has a history of human rights abuse and continually uses political propaganda and state violence to control and coerce its people. Reports show that one in three children are malnourished and the leading cause of death in rural areas is poor sanitation.
