Founded by the Helghan Corporation during the colonization of Vekta and named after company's CEO Philip Vekta. The city was designed to serve as a bridge between two of the planet's largest landmasses and remains of high strategic importance. With the influx of Helghast refugees displaced by the Terracide and the growing civil unrest, Vekta City was divided in half by a heavily armed partition and the Helghast were moved into the region known as New Helghan.

The Helghast half of the city holds roughly 14 million people giving it a population density of around 30,000 per km2. The success of several government-funded initiatives to stimulate birth rate resulted in the Helghast population growing much more rapidly. Figures suggest this will continue to rise and double in the next 10 years. A robust policy of forced migration into Vektan territory must be maintained.
