Ambassador Sepp Harkin was the ISA diplomatic ambassador to the Helghan Empire during the Second Extrasolar War.

Biography[]

Harkin was born on Vekta to a family with distinguished records of public service. Sepp was educated at the prestigious Oas City University, graduating with degree in Colonial Law. He then practiced law on Earth for several years, drawing attention with involvement in high profile colonial disputes including Delta Pavonis and Omicron Eridani. This led to him being recruited into the Vektan Diplomatic Service in 2344.[1]

An early assignment, where he was negotiating a settlement to the Arcturus insurrection brought him into contact with Captain (later Admiral) Alex Grey. After that, the pair developed a mutual respect which matured into friendship. This friendship became strained after Grey grew disillusioned with Harkin's efforts to negotiate peace with the Helghast and began advocating military deterrence.[1]

In 2346, Harkin was appointed Deputy Chief of Mission in Pyrrhus. He married a Helghast woman, Valeria Tobek in 2348 and had a son, Justus, who was born a year later. When the post of Ambassador to Helghan became vacant in 2354, Vekta saw Harkin as its natural candidate.[1]

Scolar Visari's insistence on the purity and superiority of the Helghast race undermined Harkin's efforts at negotiation and led him and his family to become hated figures.[1] Harkin's family then became placed under house arrest in the Vektan Embassy for their own safety in May 2359.

During the battle of Diortem, Harkin sent the ISA a message from his embassy, warning them about the kidnapping of ISA Admiral Alex Grey. Sepp told the ISA of her whereabouts, which led to the Phantom Talon Corp saving her from Colonel Vyktor Kratek. After the Helghast failed to conquer Vekta, Harkin was warned by Grey of the ISA's imminent counter-invasion but declined to leave Helghan as he believed in his duty and his family's home is on Helghan.[2] He later granted refuge to Doctor Mandor Savic to the embassy.

Harkin's covert communication was monitored by the Helghast, and they deemed him an enemy spy.[3] However, the Helghast were ordered by Kratek to not attack the Vektan Embassy due to the presence of Savic until they can identify the rogue scientist.

During the ISA counter-invasion, Harkin's embassy came under siege from Helghast forces. Unknown to Harkin, the Helghast wanted his son, who had been implanted with a plasma trigger by Savic that had the potential to activate a deadly virus. Admiral Grey dispatched the mercenary Arran Danner to rescue Sepp and his family. However, Harkin and his wife were killed, much to Grey's disappointment.
