Well, if he had killed Templar before leaving then the Arc Grid would have stayed up and the ISA would never had broken through to the palace. But I think he knew that and wanted to let Templar die for his cause, as well as allow the ISA to push further into the city. He's an honorable warrior, so he respects his enemy and gets to battle more. Win-win for him on a personal level. But, it is ultimately responsible for Visari dying too.

Yeah, one of those things in games and movies where the bad guy has a chance to win but fails due to a number of things (takes his time to reveal his plan, arrogance, etc.) like in KZ:M Benoit could've killed Danner at the last level right there but he goes out of his way to tell him what he planned to do and paid for it with his life.
